Li Guanqi was born in 1946 in Sangzhai Village, Laodian Township, Hua County. In December 2003, the technology won the World Invention Patent Gold Award issued by the World Intellectual Property Organization and the China Invention Patent Gold Award issued by the Chinese Intellectual Property Office.
